Because of the growing interest in matters of peace and international understanding, a General Congress of all the Powers has been called for the discussion of such affairs. The Committee in Charge have herein issued the reports of the proceedings of the separate nations and of their various conferences together, and trust that by using the directory and programme of events all readers can easily refer to those parts of these published minutes which are of greatest interest.
